Interesting article I ran across confirming what we already knew - Georgia has every bit as much high school football talent as any state:

Although the article places them fourth behind California, Texas, and Florida, each of those states have between two and four times Georgia's population.

Also, in population Georgia ranks behind other contenders Ohio and Pennsylvania.
